Cause: The targetNamespace specified in the schema document
differed from either: a) the value of the enclosing schema's
namespace attribute, or b) the value of the namespace
attribute identified in the import element information item.
Action: Match the namespace value to the enclosing schema's
targetNamespace attribute or the actual value of the
namespace attribute identified in the import element
information item.
