Cause: The user must log in 'as SYSDBA' to perform
transportable tablespace imports or Point-In-Time Recovery
imports.
Action: Ask your database adminstrator to perform the
Transportable Tablespace import or the Tablespace
Point-in-time Recovery import.

i faced the same porblem while trying to export a
transportable tablespace in 8i. However i went about it by
ommiting the connect string in the export command making
oracle prompt for my 'username', i just gave it the full
connect string like this:
sys-username/password@database as sysdba
