Cause: The SET database name option was specified to CREATE
CONTROLFILE, but RESETLOGS was not specified. The database
name can only be changed when opening the database with
RESETLOGS.

Action: Either add the RESETLOGS option or drop the SET
option to CREATE CONTROLFILE.
