that of other instances

Cause: The value of the given parameter is required to be
the same for all instances in the cluster database
configuration. ROW_LOCKING and SERIALIZABLE are 2 examples.
Action: Change the value of the parameter in INIT.ORA file
to match that of other cluster database instances.
