ORA-06134: NETTCP: file access privilege violation..

Cause: The host's SQL*Net TCP/IP server did not have READ/
EXECUTE permission for the SID mapping file (specified in
CONFIG.ORA) associated with this connection request.

Action: Change protection on SID mapping file.
