ORA-39137: cannot specify a TABLE_EXISTS_ACTION of string
for a job with no metadata

Cause: A job was defined with the TABLE_EXISTS_ACTION
parameter set to REPLACE or SKIP, but without metadata.
Without metadata, data could not be loaded for the requested
table actions.
Action: Change the setting of the TABLE_EXISTS_ACTION
parameter to APPEND or TRUNCATE or supply Metadata with the
data.
