Cause: An improper value was used for ORA_DEBUG_JDWP when
trying to establish a connection to a debugger. The value
either did not conform to the format of ORA_DEBUG_JDWP or
was too long.

Action: Correct the value for ORA_DEBUG_JDWP and try again.
