Cause: OTHER_GROUPS was not included as part of the
specified top-plan. Each top plan must include the built-in
consumer group OTHER_GROUPS.
Action: Create a plan directive with the argument
GROUP_OR_SUBPLAN being OTHER_GROUPS somewhere in the top-plan.
