ORA-26721: enqueue of the LCR not allowed

Cause: An apply process attempted to enqueue an LCR with a
LONG column. This is not supported.
Action: Modify rules or unset the enqueue destination to
prevent LCRs with LONG columns from being enqueued by the
apply process.
