ORA-26696: no streams data dictionary for object with number

Cause: An attempt to access the database object failed
because the data dictionary for the object was either never
populated or it was purged.
Action: Make sure the streams data dictionary is created by
calling DBMS_CAPTURE_ADM.PREPARE_%_INSTANTIATION.
