This error occurs when one or more partitions of an existing index are made unusable, typically due to a physical issue such as corruption, inconsistency, or unavailable resources. To resolve this issue, identify the problematic partition(s) using the DBMS_UTILITY.PARTITION_CHECK procedure and either drop and recreate the index or repair the affected partition.
