Cause: Measurements in characters instead of bytes are
illegal if either the server's or client's character set is
varying width.
Action: If either the client's or server's character set is
varying width then do not use the OCI_ATTR_CHAR_COUNT
attribute for the bind handle. Use OCI_ATTR_MAXDATA_SIZE
instead.
