Cause: The schema specified in the QUEUE_NAME parameter of
CREATE_QUEUE is not the same as the schema specified in the
QUEUE_TABLE parameter.

Action: Use the same schema name for both the QUEUE_NAME and
QUEUE_TABLE parameters and retry the command.
