Cause: the user name of the replication administration user
at the local node and the user name at the node
corresponding to the database link are not the same.
Symmetric replication expects the two users to be the same.

Action: Ensure that the user ID of the replication
administration user at the local node and the user ID at the
node corresponding to the database link are the same.
