ORA-22606: pickler image handle [string] is not well-formed

Cause: Attempt to use the image handle without initializing/
constructing it.
Action: Use OCIPicklerImageInit to initialize the handle
before it is constructed. Use OCIPicklerImageGenerate to
generate the image before its attributes can be accessed.
