Cause: An attempt was made to specify CONVERT TO
SUBSTITUTABLE option for ALTER TYPE other than NOT FINAL change.

Action: Specify CONVERT TO SUBSTITUTABLE option only for
ALTER TYPE NOT FINAL change.
