Cause: The target standby database in a switchover operation
did not have all the redo logs from the primary database.
The switchover cannot continue in this case.

Action: Query SendQEntries to see what are the missing logs.
Make sure log transport service is functioning correctly. Do
some log switches on the primary and wait for the gap
fetching mechanism to re-ship all the missing redo logs.
Issue the switchover command again when there is no missing
redo logs on the target standby database.
