ORA-16715: Log transport related property string of standby

Cause: d by a user operation on the database outside of the
Data Guard broker's control.
Action: Query property InconsistentLogXptProps on the
primary find out the inconsistent values. Reset the property
on the standby to make it consistent with the primary's log
transport setting.
