Cause: An attempt was made to modify or query a disabled
Data Guard object, most likely a database. This error is
also returned on an attempt to enable, modify, or query a
database that the broker has permanently disabled. A
permanently disabled database cannot be re-enabled. The
broker permanently disables its management of a database
when it detects that the database needs to be
reinstantiated. The broker also permanently disables
management of a database that lags behind in terms of DRC
Unique ID sequence value.

Action: If broker management of the database is not
permanently disabled, enable it and re-issue the request.
