Cause: Logical standby apply engine was started with more
processes requested than are available.
Action: Adjust the values of the initialization parameters
PROCESSES and and PARALLEL_MAX_SERVERS, or the MAX_SLAVES
parameter seen in the DBA_LOGSTDBY_PARAMETERS view.
