Cause: The table in ALTER TABLE MODIFY PARTITION { UNUSABLE
LOCAL INDEXES | REBUILD UNUSABLE LOCAL INDEXES } statement
is not partitioned by Range or Hash method which is illegal.
Action: Ensure that the table is partitioned by Range or
Hash method
