Cause: The offset field in ELEM_INFO_ARRAY of an
SDO_GEOMETRY definition references an invalid array
subscript in SDO_ORDINATE_ARRAY.
Action: Confirm that the offset is a valid array subscript
in SDO_ORDINATE_ARRAY.
