Cause: An invalid combination of SDO_LEVEL and SDO_NUMTILES
values was read from the <layer>_SDOLAYER table. The most
likely cause is that the columns are NULL.
Action: Verify the that SDO_LEVEL and SDO_NUMTILES columns
contain valid integer values as described in the Oracle
Spatial documentation. Then retry the operation.
