Problem was the sdo_gtype was 7 in stead of 2007 (for polys)

Cause: There is a mismatch between the dimension in the
SDO_GTYPE and dimension in the SDO_GEOM_METADATA for the
SDO_GEOMETRY object.

Action: Verify that the geometries have valid dimensionality.
