Cause: An attempt was made to set the PARALLEL_MIN_SERVERS
parameter to a value higher than PARALLEL_MAX_SERVERS.
Action: Set PARALLEL_MIN_SERVERS to a value less than or
equal to PARALLEL_MAX_SERVERS (indicated in the accompanying
message) and retry.
