Cause: To reuse a controlfile, it must be the same size as
the one previously used.
Action: Either do not specify REUSE, or specify a matching
combination of MAXDATAFILES, MAXLOGFILES, MAXLOGMEMBERS,
MAXLOGHISTORY, and MAXINSTANCES clauses in the CREATE
DATABASE or CREATE CONTROLFILE statement.
