Cause: ORACLE_HOME environment variable not set.
Action: Make sure that the ORACLE_HOME environment variable
has been properly set and exported.

EXPORT ORACLE_HOME=oracle home path specify
sqlplus "/as sysdba"
then instance startup and database activity is start
