To copy and paste Conditional Formatting in MS Excel, you first select the cell(s) with the desired format. Then, right-click on the selected cells, choose 'Format Cells', go to the 'Conditional Formatting' tab, click 'Copy Rules', switch to the destination sheet, select the target cells, and finally, right-click again, choose 'Paste Options', and select 'Paste Rules Only'.
