To convert an additional domain controller to a Primary Domain Controller (PDC) in Windows 2003 Server, follow these steps:

1. Demote the current PDC if it is not the domain controller you want to make primary.
2. Promote the additional domain controller you want to make primary using the 'dcpromo' command.
3. During the promotion process, select 'Demote this domain controller' and then 'Yes' when asked if the server is currently a domain controller.
4. Follow the prompts to demote the server, and then when asked to specify the new PDC for the domain, choose the server you are currently promoting.
5. After demotion, promote the server again using the 'dcpromo' command and select 'Raise this server to a domain controller in an existing domain'.
