I've been running into situations where a relief valve is
being used to protect a regulator. Is this common? And,
is this a proper use of a relief valve?

Using a relief valve to protect a regulator is not a typical application, but it can be done if the regulator has no built-in overpressure protection. However, a pressure reducing valve would be more suitable for maintaining a constant outlet pressure.
