Cause: One of the tables referenced in the ALTER TABLE
EXCHANGE PARTITION|SUBPARTITION statement has enabled UNIQUE
constraint(s) defined on it, which prevents EXCHANGE from
proceeding.

Action: Disable constraints defined on tables referenced in
the ALTER TABLE EXCHANGE PARTITION|SUBPARTITION statement
and retry the statement.
