IF LOAD IS ACTING AT ECCENTRICITY POINT.THERE WILL BE CHANCE OF TENSION AWAY FROM CENTRE .CONCRETE IS GOOD AT COMPRESSION AND MILD STEEL IS GOOD AT TENSION.SO WE CAN PLACE REINFORCEMENT WHERE TENSION ACTS.
