you need to check the destination server is up/not by using
ping. once it is confirmed up and running check for the
inetd deamon is running or not. if it is not running
properly it would cause no.of services may down. if it is
running then it might be cause of Telnet service.
check for the telnet service running or not
svcs -a telnet
svcadm enable/disable telnet
if still not properly working
check in source and destination servers /etc/services or
/etc/inet/services for the telenet service enable or not.
