Hi check the partner functions for sales orders you have option to not modified ship to party adders and phone numbers same as item level you have option to restrict the partner functions

this scenario we can do with the variant t-code SHD0 in this select the address table make it disable.

variant controls files in sales document ex:like mandatory,optional,suppress.
