Answer
by using karl-fischer Titration

diesel is nonpolar solvent and hence it is not miscible
with water.

water is highly polar solvent. In this titration methanol is
used as a titration media hence the water in oil is mixed
with this methanol and it can be detected voltametrically
by using karl-fischer method.
