Brief working principle of fluorcent tubelight,function of 
starter & choke.

A fluorescent lamp or fluorescent tube is a gas-discharge
lamp that uses electricity to excite mercury vapor. The
excited mercury atoms produce short-wave ultraviolet light
that then causes a phosphor to fluoresce, producing visible
light.

The Filament in lamp is located in either side of the Tube. And The tube is filled gas. The choke will be connected in series and one end of both the filament will connected to the starter. The starter is made up of Bi-metallic filament.

The 230V AC supply will not enough for electrons to flow inside the Florescent lamp.

Hence once power is switched ON. The current flows in the starter and starter will begin to flickering which will leads the choke to induce more voltage say 1000V Appox.

the answer given in 1 is ok. the starter is used to light
the filament to heat up The starter will conduct only with
220v once the lamp comes up the choke drops the voltage to
aprox.to120v and this voltage is will not make starter to
conduct
