Requirement analysis is done by a bussiness analyst. All 
that a tester does is look at the requirements and write 
test cases. Incase he/she finds the requirement to be 
illogical, he/she can always bring it to the test leads 
noice if not PM's notice. Hope answered your question.

Test manager may participate in requirement analysis phase
along with Business analyst. Business analyst is not the
only one who does the entire requirement analysis. And in
testing life cycle requirement analysis has to be done by
testers at every phase of cycle for better understanding of
the application.

After information gathering from customers group of 
buseness analysts,Developers,tester eneniers will sit and 
analyse the all customer requirement specefications 
wheather all of customer requirements are relaible and 
testable,how to test ,what to test,when to test etc.For 
analysis they will keep formal records for future 
comparision.
