impact analysis means when we r doing regressing testing at 
that time we r checking  that the bug fixes r working 
properly, and by fixing these bug other components are 
working as per their requirements r they got disturbed.

When a change is made.we have to check its impact in two 
ways.
1. Technological impact-what parts of the software will get 
affected by the new change
2. Resources required.

See its all Matter of Cost.... Regression is very expensive,

Instant of going for Regression,it would be less expensive 
when we know which module will be effected when we make 
some change's this type of Analyse is called impact 
analysis.

This impact analysis on System is very Difficult.

Software Change Impact Analysis estimates what will be 
effected in software and related documentation if a 
preposed change is made.

I will agree with Anil's answer. 
When ever the CR(change request) comes then the Business
analysts and PM or PL will analyze that the CR will affect
any current functionality or you can say they will analyze
impact on the project (as per resources, as per effect on
the other functionalities).
