According to me you can state the following skills.

QA LEAD 

The eyesight of an eagle, the rigor of a drill sergeant and 
the attention of a tax inspector.
The QA LEAD should shoulder full responsibility fo the test 
life cycle, including preparations of test plans and 
conditions, review requirements, test design, performing 
tests and working alongside our development team.
They should  design and follow up on bug repoerts and 
communicate effectively with the business partners.

Personal skills
- Communication both oral and written
- The ability to work under pressure in a fast changing and 
always growing environment
- Good problem solving skills

QA lead must be able to mentor and guide junior testers.
Must be able to have good bug analysis skills.
Must be able to have good rapport with the developement 
team.
Must be able to allocate tasks in a matured non biased 
manner.
Must be a good team player with good EQ

he/she should also be pro-active to guess future problems 
that may occur. should work towards completion of task 
allocated supporting the team.

QA/Test Lead should also have comvincing power as he/she 
will need to convey why QA team needs certain amount of 
time to test certain module...

Remember QAs are always unwanted part of life cycle or 
always considered as budget suckers...

We as a lead have to have the ability to display and prove 
that we are worth a every single $/Rs spent....
