It is the property of a cable by virtue of it can withstand
the applied voltage without rupturing it is known as
insulation level of the cable.

The cables can be XLPE , PVC etc insulated. now during the
testing the high voltage is applied to the cable and to
test the cable for rupture.Normally the operating voltage
of the cable can be in 1000 volts , but the test voltage is
in KV's e.g 11kv for the short duration.
