Yes it is a bug. Tab should be sequential

Certainly, A tab order to should be in a particular order& 
sequential in the application. It must occupy all the 
fields, buttons, image buttons, if any of them is appears 
to be out of the range of tab, is bug with low priority and 
low severity.

consider as low priority and low severity ?
