is 'User must be created'so while writting test case for 
Login window may I have to write all steps of creating user 
or how should I write test cases

Hello,
User Creation is a 'Precondition' for Test Execution 
on login window functionality.

This User creation may be 
    Direct DB Configuration from back end
    or 
    Using 'User Registration' form submission.
 
This user Creation,Deletion and access permisions will be 
managed by Administrator.

Here Admin may have some interface to manage users or else.
So User creation is another functionality.
U just add a Precondition that User must be created and 
active

and strt writing testcases for login functionality.
