Its purpose is to contain meta information about the files 
contained within a jar and war files.

META-INF contains meta information ,manifest-version of the
files  and it is Created by ApacheAnt.

-->Inside meta-inf you can find .jar,.xml file.

-->contained within .ear & .war files.
