See according to the company and Depending on the
TL,Severioty and prioriyty will be assign by Tester and The TL.

The Severity means "How it(bug) is affecting the functionality".

             Therefore Severity is assign by the Tester.

The Priority means " How quick this bug need to be resolved"

              Therefore Priority is assign by the Developer.

severity assigned by tester, and BUG report forawarded as 
proper chain(tester>test leader>development team).

then developer or TL decided the BUG priority.
