I feel when the priority of the bug is P4(i.e could be 
ignored) usually in this senerio developer cancel the bug.

2. May be the Tester does not understand the SRS
3. Communication GAP between the T & D
4. Whether the BUG was INVALID
5. May be Envoirment problem.
