I think this question is some thing like which one is
important Tape recorder or a Tape. Without a tape there is
need of tape recorder and without a tape recorder there is
no use of tape.   Now Test plan is a part of strategy. Even
though you have a good test strategy with out a test plan
you can’t implement it.  Test plan and test strategy are two
deferent entities.  Test strategy uses the test plan as a
tool to implement it.
