To design the test cases we should req some doc .
That is also depands on org means
 for test cases  design some orgs follow 
Internal test plans
some follows FRS/BRS
SRS,Use cases .

No. But in some companies they say people should be able to 
write test cases without any reference documents. I had a 
long argument with the interviewer for about 2 hours for 
this. 

I don't know how they are expecting this.

First read SRS Docment, and prepare Case Senario then 
prepare a use case and UML (Unified Modeling Language)
document also helpful for preparing test cases.

   The interviewer, may be was expecting that you will talk 
about exploratory testing!!.
