manufacturing or marketing companies kept their goods at
one place and distribute them when the dealers or
wholesalers or customers . for eg: hll has c&f in
hyderabad hll having dealers in all places in
andhrapradesh. when ever the dealers place the orders for
goods the ordered good will supply from the hyderabad
C & F Agent works as an mediator between manufacturer &
Chain of distribution.As I think he has just a caretaker
for the goods.He acts on behalf of manufacturer.He is
entitled for commission only on the sold goods.

service provider between the manufacturer and the end user
of that product.this agent is the main media for
distribution as well as JIT of the products to the customer
c&f agent is the carrying and forwarding agent.The
manufacturer will have the contact only with the c&f,they
are the one who gives the products to the wholesaler from
there it reaches to retailer and then to customer.For one
state there will be only one c&f agent

THING, BUT THEY CANT GO DIRECTLY TO THE MANUFACTURER. WHEN
CUSTOMER GIVE THEIR DEFECTIVE PRODUCT TO THE SHOPKEER,THAN
THEY MAKE CONTACT WITH DEALER,AND DEALER ALSO CANT MAKE
CONTACT WITH COMPANY,OR MANUFACTURER THEY HAVE TO TELL ALL
THE PROBLEM TO THE C F AGENT. C F AGENT ONLY THE MEDIA
FROM DEALER TO MANUFACTURER TO PROVIDE THE ACTUAL AND GOOD
PRODUCT TO THE CUSTOMER
“Clearing and forwarding agent” means any person who is engaged in providing any service, either directly or indirectly, concerned with the clearing and forwarding operations in any manner to any other person and includes a consignment agent.
The clearing and forwarding agents are engaged / appointed by manufacturer of goods (both excisable and non-excisable goods), producers and distributors of goods and shall also include such agents appointed for agricultural and mineral goods.
Normally, there would be a contract between the principal and the clearing and forwarding agent detailing the terms and conditions and also indicating the commission or remuneration to
which the C&F agent is entitled.
A clearing and forwarding agent normally undertakes the following activities:
receiving the goods from the factories or premises of the principal or his agents;
warehousing these goods;
receiving dispatch orders from the principal;
arranging dispatch of goods as per the directions of the principal by engaging transport on his own or through the authorized transporters of the principal;
maintaining records of the receipt and dispatch of goods and the stock available at the warehouse; Service Tax is payable on above services. (Ministry’s F.No.B43/7/97-TRU dt.11.07.1997)
If factories or persons are engaging brokers for sending their goods directly to their customers, on the basis of orders procured by them, services rendered by brokers would amount to services provided by a Clearing& forwarding Agents and would be liable for payment of Service Tax.
C & FA Agent working on behalf of Brand owner. C&FA Agent
will get only a commission on sales. C&FA Agent selling
goods on Brand owners sales tax registration number and he
is not responsible for any tax liability. Brand owner will
authorise C&FA Agent sign the tax invoice on behalf of him.
C & FA agent will provide Primary or secondary distibution
facility to brand owner.
