severity is assigned by test engineer where as pririty is by
may be test lead(development) in some time client will say
priority.

Hai,

according to me 
the tester/dev should give the priority based on severity 
of the bug
Severity means: is the impact of the bug on the app.
i.e seriousness of the bug interms of the  functionality.
Priority means: is how soon it should get fixed
i.e importance of the bug interms of customer

Severity will be given by the tester only bcoz while 
performing the testing he only assign the bug severity 
accoring to the functionality

Prioty will be given by the both tester and developer

Severity means: is the impact of the bug on the app.
i.e seriousness of the bug interms of the  functionality.
Priority means: is how soon it should get fixed
i.e importance of the bug interms of customer

Severity will be given by the test Eng. only bcoz while 
performing the testing he will assign the bug severity 
based on the ill effect on the app/functionality

Prioty will be given by the  tester/developer. based on  
severity of the bug.

Severity will be posted by Tester and Priority will be 
assingned by Tester too. But it is upto the developer or 
the lead when the bug needs to be fixed.
