I agreed this is main responsibility of Test Lead, But in 
my Company I inloved in the part of Test Plan like 
Estimation part of Test Plan

can any body tell there experience of creating a test plan 
while working in there project i mean real experience?

No I have not prepared the testplan . testplan is created 
by the testlead.
testplan is a baseline document it control the enter 
testing process. from the inital face to the end face.so 
the tester has to follow the test plan during the entire 
testing process. from the initial phace to the end phace
